Permanent and Semi-Permanent Cinemas

I. Procedure for obtaining Electrical Certificate (Form - 'D') for New Theatres

  • The Applicant (Cinema Owner) after obtaining No Objection Certificate in Form - 'B' from the Licensing Authority (District Collector or Commissioner of Police) as the case may be, shall forward the following to the respective Divisional Electrical Inspector through the licensing authority.

    • (i) Three (3) sets of drawings prepared by an electrical contractor showing the Electrical schematic layout, Physical layout of equipments and structure, Plan layout of Auditorium and Cabin, and Site Plan.
  • On receipt of the drawings in complete shape from the Licensing Authority, the drawings will be scrutinized for conformance with rules and standards in the divisional Electrical Inspector Office. The drawing approval will be accorded within one month from the date of receipt. Where the approval is not considered, reasons will be given in writing.
  • On Completion of the erection of cinema as per the approved drawings, the Applicant should send the following to the Electrical Inspector of the District for arranging an inspection
    • Completion Report in Std. Form obtained from the Electrical Contractor who erected the electrical installation
    • Copy of Appointment Orders issued to Cinema Operator(s), and Electrician / Wire-man having valid licence
    • Consent letters of the Cinema Operator(s) and Electrician / Wire-man appointed
    • Original remittance challan for Rs. 1,500/- paid in to a Govt. treasury under this dept. head of account.
    • Purchase Bills or Sale Deed or Lease Agreement for the Cinema equipments (Projector, Slide Projector, Rectifier, etc.,) and Fire Extinguishers
    • Test Certificate in original for the fire extinguishers.
  • On receipt of the above in complete shape, Inspection of the Cinema will be arranged and Defects report issued (for any defects found during inspection of Cinema) within 7 days from the date of inspection
  • The Applicant on receipt of the defects report shall arrange to rectify all the defects and send an item wise rectification report to the Electrical Inspector. (The defects of electrical nature are to be rectified by an electrical contractor holding valid licence and the item wise rectification report obtained from him should be forwarded)
  • If the rectification report is in order, the Electrical Certificate in form - 'D' (valid for 3 years) will be issued to the applicant.
